April 19, 2024, was the last day for residents impacted by the Jan. 22 storm to apply for federal disaster assistance from the Federal Emergency Management Agency (FEMA). While the deadline has passed, anyone who has previously applied and is currently in the appeal process will not see a status change.
The U.S. Small Business Administration will continue to provide assistance to businesses affected by the storm through the SBA Disaster Loan Outreach Center at the Mountain View Community Center, 641 S. Boundary St., San Diego, CA 92113. The Center is open Monday, Wednesday, Thursday and Friday, 9 a.m. - 6 p.m. and Tuesday, 9 a.m. - 5 p.m.
SBA representatives will assist affected businesses by answering questions, explaining the application process and helping businesses apply for low-interest disaster loans.
Small businesses and nonprofits will have until Nov. 19, 2024, to apply for an economic injury disaster loan. Applicants can call SBA's Customer Service Center at 800-659-2955 or email disastercustomerservice@sba.gov for more information on disaster assistance.

Housing
In the aftermath of the record-breaking rainfall and flooding on Jan. 22, 2024, the San Diego Housing Commission (SDHC) established an incident command structure and implemented programs to provide emergency hotel placements for City of San Diego households. This program is intended to serve as a bridge until the County of San Diego emergency resources become available.
- Housing Commission staff members have been conducting housing assessments at shelter and resource locations in the city’s most impacted areas and are also working through referrals provided by community-based organizations.
- Staff will be at the Local Assistance Center through Friday, Feb. 9, from 10 a.m. to 7 p.m. The Local Assistance Center is located at the Mountain View Community Recreation Center (641 S. Boundary St., San Diego, CA 92113).
- The Housing Commission will also be at the temporary shelter located at Balboa Park Municipal Gym to gather information from staff. Information is also available on SDHC’s website at www.sdhc.org/storm.
- If you have been evicted, or need legal assistance, contact the Legal Aid Society Monday through Friday from 9 a.m. to 5 p.m. at 877-534-2524 or go to 1764 San Diego Ave., San Diego, CA 92110 or 110 Euclid Ave., San Diego, CA 92114.

Property Damage
If you experienced property damage during the storm, you are encouraged to work directly with your insurance provider.
The California Department of Insurance has tips for residents. If you need help with insurance coverage or have claim questions, can contact the department's consumer hotline at 800-927-4357 or through online chat or email at https://insurance.ca.gov.

Locate Vehicle
If you are a resident attempting to locate your vehicle due to the storm, please visit sandiego.gov/police/services/vehicle-impounds-towing.
To help return the streets and public property to pre-storm conditions, vehicles may be towed/impounded in order to complete street repairs, cleaning, debris removal and other necessities. Towing, impounding and storage fees for flood-related impounds will be waived by the City for up to 30 days. Registered owners of towed vehicles should contact SDPD Tow Administration at 858-495-7830.

Lost or Damaged Trash Bins
After the storms have passed, the City's Environmental Services Department will deliver new black, blue and green containers at no cost in the impacted areas to those residents whose bins were either lost or damaged because of the storm. Residents can also request a replacement bin by calling 858-694-7000 or reporting it at sandiego.gov/get-it-done.
Trash Disposal
The City’s Environmental Services Department is providing large roll-off bins in impacted areas for trash disposal. Residents can report bulky items left in the public right-of-way using the City’s Get It Done app under the category for “Illegal Dumping” or by calling 858-694-7000.

Are you looking for a way to help your neighbors most affected by the storm? The City of San Diego is working with local non-profits serving residents in need. Donations to the San Diego Foundation (SDF) Flood Response Fund will provide emergency grants to nonprofit service organizations engaged in disaster response and relief.
You can donate to the fund in three ways:

Emergency Response Grant for Small Businesses and Nonprofits
The City of San Diego’s Economic Development Department (EDD) will be providing emergency relief grants up to $2,500 per applicant, with a 100% bonus (for a total of $5,000) for applicants located in the Promise Zone, Opportunity Zones, or Low-Moderate Income Census Tracts. EDD will be prioritizing businesses located in under-resourced communities and high-impact storm-affected areas for these grants. Eligible businesses and nonprofits are awarded funding based on a reimbursement basis for documented storm-related expenses incurred. Find out more.

Prepare Your Home:
- Flash floods can occur within minutes.
- If you have access to sandbags or other materials, use them to protect your home from flood waters if you have sufficient time to do so.
Prepare Your Family/Pets:
- You may be evacuated, so pack in advance.
- Don't wait until the last moment to gather the essentials for yourself, your family and/or your pets.
Assemble an Emergency Kit:
- It is good practice to have enough food, water and medicine on hand at all times to last you at least three days in the case of an emergency.
Charge Your Essential Electronics:
- Make sure your cell phone and portable radios are all charged in case you lose power or need to evacuate.
- Also, make sure you have back-up batteries on hand.
If You Feel Unsafe:
- Evacuate early - you do not need to wait for an evacuation warning or order to leave.
Community Dumpsters:
City dumpsters temporarily placed in the community this week will be removed in the evenings and returned in the mornings.
As a reminder, household hazardous waste is not accepted at these dumpster locations or in these dumpsters.
Call 858-694-7000 or use the Get It Done app to schedule a drop-off appointment with the Household Hazardous Waste Transfer Facility. To get rid of bulky items, use the Get It Done app. Check the Environmental Services Department web page for more information on household hazardous waste.
Sandbag distribution will pause at City locations until further notice. Please check back here for updates. Community members who have sandbags are encouraged to keep them in preparation for upcoming storms.
